The tab cut is referring to the length of the tab itself. This will establish how many tabs you will be able to see along the edge of your page. For example, if you select a 1/10 cut tab, then you will be able to see 10 tabs along the edge of the page.
Or, if you select 1/5 cut, then you will see 5 tabs along the edge.
