The Russian Healthcare System Explained

Healthcare in Russia is divided into the public and private sectors. The federal government runs the public healthcare system, especially through the Ministry of Healthcare. As regional authorities in Russia deal with their budgets, regional healthcare systems are managed by their corresponding region’s authority.

The private healthcare sector comprises clinics and private hospitals, which can be either non-profit or for-profit. Among the largest private healthcare providers in Russia are: “Millennium,” “Pharmexpert,” and “Diakon.”

  • Millennium (Yuventus Group)

It provides a full range of medical services: primary care, dental, sexology, urology clinics, a fitness center, and a 24/7 pharmacy.

  • Pharmedexpert

It is a wholesale pharmaceutical company with packaging facilities. It has been the official supplier of medicines to the Russian Ministry of Defence since 2006 and other agencies within the federal government, including public health facilities.

  • Diakon

The company manages hospitals and outpatient facilities, which offer a full range of medical services, including primary care, dentistry, dermatology, endocrinology, urology clinics, and an inpatient rehabilitation center.

In addition to this list, many other companies operate solely in the private healthcare sector. Russia is also home to several multinationals in the public and private healthcare sectors. The market is open and in constant development, and in recent years there has been an increase in players from countries such as Germany, France, China, and South Korea.

There are two main strategies to medical treatment in Russia: the first is to provide physical therapy and rehabilitation for those who have suffered an injury and those with chronic heart or other conditions as a matter of course. The second main strategy for medical treatment in Russia is surgery.

Who is allowed to access healthcare in Russia?

The Russian hospitals and clinics participating in the national insurance system are free to access, and the government pays for their services. Patients who choose to pay out of pocket can expect either a discount or avoid waiting in long lines.

The Russian healthcare system is based on providing rehabilitation to return to full health and return to work as soon as possible. In some cases, patients will be given a valid certificate for three months if they have suffered an injury at their place of work or had been involved in a traffic accident.

The main insurance companies are Rosgosstrakh, Ingosstrakh, Russian Standard Insurance Company (Rosgosstrakh-E), Allianz Russia, AlfaStrakhovanie Group, Eurasia Insurance Company, and B&N Povolzhe.

Russia’s health care system

The Ministry of Health is the federal executive body responsible for managing public healthcare. The ministry is overseen by presidential decree.

There are still vast differences in the quality of medical services across the country, particularly outside large cities.

The Russian health care system mainly consists of an extensive network of clinics and hospitals that operate under a service-based financing model, whereby patients can choose to receive care at their own expense.

Most of these public hospitals are under the ownership of the regional governments, with only a small number being directly managed by the federal government.

Costs of healthcare in Russia

Most of the costs are paid by the government, with patients paying a small proportion. In 2013, free health services were reduced from 70% to 50%. Patients have been required to pay for some services since January 2014.

The Russian healthcare system can provide quality services due to a high level of funding that amounts to a fifth of the GDP. However, it is estimated that up to 30% of this sum may be lost to corruption or other fraudulent activities.

Russia offers excellent medical services, particularly in cities such as Moscow and St Petersburg, where numerous hospitals and clinics have highly qualified doctors who can speak English.

The best thing for tourists who need immediate medical attention is near a major international hospital, such as one found at Skolkovo.
